A freelance permit licenses one individual to work under a single named activity — writing, design, development, consulting, media production and dozens of similar fields. It is the simplest and lowest-cost licensing route in the UAE, available through free zones such as Dubai Media City, RAKEZ and Fujairah Creative City.
It suits solo professionals who invoice clients directly and do not need to hire staff, hold multiple activities, or maintain a physical office — a residence visa can be added separately if needed.

Documents & eligibility

Passport copy, valid at least six months
Passport-size photograph against a white background
CV or portfolio demonstrating experience in the chosen activity
A clear description of the freelance activity you will practise
No Objection Certificate from a current UAE employer, where applicable
Bank reference letter or statement, requested by some free zones
