What mainland company formation involves

A mainland company is licensed directly by Dubai’s Department of Economy and Tourism (DET, still widely known as the DED). Since the 2021 ownership reforms, most commercial and industrial activities permit full foreign ownership with no local sponsor, giving you the widest possible market: onshore clients, government tenders, unlimited office locations and no restrictions on where in the UAE you trade.

Unrestricted UAE trading

A mainland licence is the only structure that lets you sell directly to customers anywhere in the UAE, without a distributor taking a margin and without a free zone boundary deciding who you can invoice. Mainland means a tenancy contract, Ejari and higher government fees, and you would be paying for market access you never use. A free zone licence is usually cheaper and faster for that profile.

Documents & eligibility

The core file is short. Most delays come from documents that arrive un-attested or from passport copies that do not match the spelling used on the application.

Passport copies for all shareholders and the appointed manager, valid at least six months
Passport-size photographs against a white background
Emirates ID and residence visa copies for any shareholder already resident in the UAE
Entry stamp or visit visa page for shareholders currently in the country
Three proposed trade names, in order of preference, meeting DET naming rules
A clear description of intended business activities for correct activity-code mapping
No Objection Certificate from a current UAE sponsor, where the applicant holds an employment visa
Tenancy contract for the licensed premises, registered through Ejari
Board resolution and attested corporate documents where a shareholder is a company
Attested and legally translated parent-company documents for corporate shareholders formed abroad
Professional qualification certificates, attested, for activities that require them
External regulator approval where the activity is subject to one, for example DHA, KHDA, RTA or Civil Defence
